Before You Buy Any Second-Hand Phone in Pakistan

Pakistan's second-hand phone market has a significant counterfeit and IMEI-cloned phone problem. A cloned phone has the IMEI of a legitimately registered device programmed into an unregistered handset — the DIRBS check shows "Compliant" because the legitimate IMEI is registered, but you're actually buying a different (often inferior) device. The 3-step verification process catches this: check IMEI on DIRBS, verify the model matches the IMEI, and physically confirm the IMEI on the device matches the IMEI you checked.

What PTA Device Approval Means

PTA type approval certifies that a phone model meets Pakistani technical standards for network compatibility and radiation safety. Individual DIRBS registration confirms your specific unit's authorised. A phone that's non-compliant (unregistered) will be blocked after the grace period. A phone from a brand without type approval may have incorrect frequency bands for Pakistani 4G or 5G networks. Both aspects matter when buying a second-hand phone.

Quick Check via SMS to 8484

Insert a Pakistani SIM card into the phone you want to verify. Dial *#06# to display the IMEI. Send this IMEI as an SMS to 8484 from the same SIM. The reply within 30 seconds shows: Compliant (registered and cleared for use), Non-Compliant (unregistered — register at DIRBS before the grace period ends), or Stolen (IMEI is blacklisted — don't buy or use this device). This check is free from PTA though normal outgoing SMS charges may apply.

Detailed Check at the DIRBS Website

Go to dirbs.pta.gov.pk and use the IMEI Check tool. Enter the 15-digit IMEI without spaces or dashes. The result shows: the registered make and model from GSMA's global database; compliance and registration status for Pakistani networks; and stolen device blacklist status. Always run this check on any second-hand phone before purchasing — if the model shown doesn't match what the seller is offering, the IMEI has been tampered with.

What to Do With a Non-Compliant Result

A Non-Compliant phone will continue to work on Pakistani networks during the grace period (30-60 days from first use with a Pakistani SIM) and then be blocked. This indicates IMEI cloning — the IMEI of another device has been programmed into this phone. This is evidence of a stolen or counterfeit device. Don't purchase under any circumstances.

I bought from an authorised dealer but my phone shows Non-Compliant

Contact the dealer with your purchase receipt. Authorised dealers pre-register devices but occasionally an administrative error occurs. The dealer is responsible for resolving any registration issue for phones they sold.
